    "content": "Mr. Temporary Speaker, Sir, I would like to hail the Committee that went into mediation and came up with this formula. Due to the amount of effort the Committee has expended, I do not think it would be fair for us to re-open this debate. I just wish to thank them for having the foresight to come with a negotiated position. The environment is the only inheritance that the current generation can hand over to the future generation. This Bill, which hopefully will become an Act, sets the framework and lays the foundation for us, as a generation to hand over something tangible to the future generation. When we set out mediation committees, it is on the understanding that we work for all Kenyans whether in the National Assembly or in the Senate. I want to join my other colleagues in stating that this is a spirit that should drive us as we try to come up with legislation in the two Houses. My good friend, Sen. Khaniri, has alluded to some grumbling when this particular team was being set up. I wish to correct that position because I was in the Chamber when the Deputy Leader of Minority raised the issue. It was not grumbling on the composition but the consultation that had been undertaken to come up with the committee."
