    "content": "In the year 2010, the same Bill was passed in the National Assembly but the President did not assent to it. The reason is that there was insufficient public participation. This time round, public participation has been done very well. Therefore, all the ideas that were not captured in the last Bill are here. The way to go is to ensure that this Bill becomes law so that all these challenges that we face in the issue of environment can be dealt with. With those few remarks, I thank and congratulate Members of my Committee."
