"content": "Mr. Temporary Speaker, Sir, the Reproductive Health care Bill of 2014 that has been shepherded through this House by Sen. Sijeny requires our total support. This support is important in so far as this Bill, as I have already said in this House, meets one of the obligations of Members of this House to translate the Constitution into Bills or laws that can be implemented by Government. The Constitution says that life begins at conception. I remember when we were debating some of these basic rights, especially the right to life, the issue was very important and many people felt that it be enshrined in the Constitution that life begins at conception.
