Speaker, I suspect the drafters of our Constitution knowing how crucial the Division of Revenue Bill is, never imagined that it would ever be subjected to the vagaries of politics and mediation. They never imagined the possibility of collapse of this Bill. I suspect that may be so because they did institute upfront the mechanism to negotiate the numbers; that is what the IBEC is all about. That upfront forum of negotiation is the one that probably made the drafters of our Constitution relax, perhaps naively in the honest understanding that the possibility a Bill collapsing was out of the question. So, we find ourselves where we are today; we must agree with the Mediation team.
