    "content": "We must make it a rule that any time there is mediation on the Division of Revenue Bill, or any time we have such a stalemate, then any deficit which is required should come from the people who brought the mess, until it is corrected. That proposal should be a standing rule in this House so that people can behave in good faith and lead this country the way we want it to be led. It is wrong to be an activist and say that Parliament is anti-devolution."
