    "content": "Thank you, hon. Speaker for giving me an opportunity to contribute to the Division of Revenue Bill, 2015. Without repeating what my colleagues have said, I would like to state that part of the problem with money going to the counties is corruption. Corruption can be sorted out if we devolve the services of the EACC to the counties, so that the EACC has sufficient capacity to deal with matters relating to finances at the county level, where normal processes of government procurement and executing projects take place. At times these processes are tied up by the law."
