Since we have not decentralized the mechanism of getting the fingerprints done at the district level, it will take ages for those who want to be recruited time to get recruited. What I have experienced is that they will issue a receipt for payment of the money required for one to get the certificate of good conduct. But you know that is not a certificate of good conduct. It is just a receipt that shows that you have paid so that you could be vetted and then get a certificate of good conduct. So, it is better for us to allow everybody to go for the recruitment exercise, but upon reaching the college, we will take fingerprints and vet the recruits so that we check whether or not they are good people.
