    "content": "However, there are some special TVET institutions that have not been able to be properly funded. Currently this country has about 12 TVET institutions for persons with disabilities that are under the Ministry of Labour and Social Security and Services instead of them being under the Ministry of Education; their allocation per a whole year is about Kshs 60 million. If you look at the curriculum of TVET institutions, they tend to train our persons with disabilities to do some jobs that are no longer marketable such as being a cobbler or tailor. Therefore, allocation to TVET must also benefit marginalised groups of people, so that they can also feel they are part and parcel of a more robust and tuned curriculum; they should have skills that can help them in the mainstream economy."
