However, I would also like to caution ourselves against the fact that we are sending lots of funds to the health sector and other departments in our counties. Focussing on the health aspect, I want to state that these funds have not been ring- fenced. We are losing gains that have been achieved for a very long time. This can be handled properly by the Senate if there was a way that they can ring-fence funds that are meant for health. As we sit here, we should be able to say that we have 3 per cent being reserved at the national level for health and a certain percentage going to the counties for health issues. It is very difficult to tell how much money is taken to the counties for purposes of funding the health sector."
