    "content": "The second important issue is that, for the first time, this House is clawing back its capacity and capability. Legally, the mandate rests squarely on this House to look at the Appropriations and the Budget Policy Statements, discuss and evaluate the issues. For the first time, we have come through on this one. I hope that the other House will look at it and understand that we have actually done what was expected of us. I believe that all of us in this House are aware that devolution must be supported. This Budget makes sure that we support devolution and we are not turning back. It is good for the country and it is something we are proud of as legislators in Kenya."
