    "content": "This House is to approve or reject this Protocol pursuant to Article 118(1)(b) of the Constitution, Standing Order No.127(3) and Section 8 of the Treaty Making and Ratification Act. These are the gains of the new Constitution that before the national Executive can engage in cross-border or other international bilateral obligations, the National Assembly of the Republic of Kenya as provided under Article 95 must be given a chance to approve any protocol that is in existence."
