    "content": "This Protocol and many protocols have been signed before, none of which is exactly the same as the other. We know, for example, the East African Protocol before the collapse of the East African Railways (EAR) and what happened to the assets when the Community collapsed. I hope that there has been some forethought on how this is going to work so that it is not the high speed of the fast grabber that counts or how much of the movable assets can be accumulated. I hope that, that has been looked into but in all, I think that this Protocol points the way to areas of further development and Kenya is poised to benefit from it if we take care of all these considerations that the Report clearly brings out."
