    "content": "Hon. Members, I had indicated to you that there are certain things that we need to do a bit fast. Perhaps, I will be proposing to House Business Committee (HBC) that when we are dealing with Reports, we must have a cap. If we say that we debate every report endlessly, then the amount of business your committees have conducted will never see the light of the day. More importantly, hon. Members, in Standing Order No.106, there is something called irrelevance or tedious repetition either of the Members own arguments or the arguments used by others. You have heard Members saying that there is corruption on the highways and, maybe, the railway would assist in that. There is also damage to our roads. Just break some new ground now so that we can seem to be saying something different. If we are going to dwell on just a simple report for four hours, then this House will be transacting very little business."
