    "content": "Thirdly, the Committee is still, at this time and having presented their Report to Parliament, waiting for a master-plan of the SGR. I stand to be corrected. If that is so, then we are talking about a Protocol when even the Committee has not seen its master- plan. I do not know where we are headed to. We expected that by now, the Committee would have looked at the master-plan and advised this House on the issue. The Jubilee Government had made it clear that this is something that will benefit this country immensely not only now, but in years to come. It is unfortunate if, indeed, it is true that they do not have a master-plan. The Committee has not seen the master-plan. They are waiting for the submission of a master-plan of SGR."
