"content": "If you look at Part Two of the Bill, it talks about the request of the transfer that can be done by the prisoners themselves, the Attorney-General, the representatives, the parents or the guardians. It can also be done if the prisoner is a minor.That is important. That is something that we need to look at in this country. If thousands of Kenyan prisoners are jailed away from their homes, then we need to look at the way we build our prisons. I am in the Departmental Committee on Administration and National Security. We have visited a few prisons in the country. I also had an opportunity to visit the prison in Nakuru. We played a match between the lawmakers and law-breakers. The situation in our prisons is pathetic. Recently in our Departmental Committee on Administration and National Security, we were talking on how best we can improve the housing not only for the prison wardens, but also for the prisoners. The former Vice-Presidents, Moody Awori and Hon. Kalonzo Musyoka, did some good things to try and improve the well-being of the prisoners within our prisons. We need to consider whether those prisoners are in a better position to be where they are than coming to this country."
