    "content": "Hon. Temporary Deputy Speaker, the other bit I found - as I was perusing the Bill - is the cost of the transfer of prisoners. Who will meet the cost? If my son has been jailed abroad and I request that he is brought back to the country, who is going to meet the cost? Will it be him, the parents or the State? Those are the other issues that the country needs to think about. Let us not involve the country in unnecessary expenditure and bring problems. Some of those people are hardcore criminals. They will never change. We need to be specific in this Bill as to who is going to meet the cost."
