    "content": "Thank you, Hon. Temporary Deputy Speaker. I support the general principles of this Bill, but we have to be very careful, as a country. We should appreciate that we are not dealing with ordinary people in this case; we are dealing with people who have committed offences and crimes. We are not transferring somebody from a college in the United States of America to a college in Kenya. We are transferring people who have committed crimes of different intensities. Therefore, we have to be very careful about what we are doing."
