    "content": "I want to go on record that the Chairpersons must be very serious. I had to stay around to make sure that I reply to my Bill. You need to give guidance and make a communication because if the Chairperson is away, the Vice Chairperson should not be away. If the Vice Chairperson is away, a member of that committee can move the report. This is not fair to Parliament and to the Kenyan citizens because these reports touch on individual citizens and institutions. The Petitions and the Reports are what Kenyans are waiting for."
