    "content": "The HELB should, therefore, communicate to those who have been awarded loans as well as to those who have not, giving the reasons why they have not been awarded any money. Some of the reasons may be technical, including something missing in the application form. Such minor mistakes can be rectified. This will enable the HELB to be as equitable as we would like it to be."
