    "content": "Hon. Temporary Deputy Speaker, Clause 7(1)(a) will make a number of beneficiaries not to repay their loans. I want to give an example where students have cleared their course. I know a number of students who are in their Second Year or Third Year who have very good companies and, therefore, very good income. I would recommend that Clauses 4 and 7 be handled under the regulations. I know that we have a number of institutions that are also dispensing bursaries or funds for education. It is my considered opinion and that of the Committee that all these be put together the way the hon. Member from Busia put it. I have done the same in my constituency."
