    "content": "and given to the county government, it is not right. It is like the Constituencies Development Fund (CDF). When you take that money to Higher Education Loans Board (HELB), then it comes back to your people. I am wondering whether the profit that you get from such funds will go to the county or to the board. I am a bit worried about that. Anybody can go to the court and say that, that money is meant to be given for free because it came through the county government. I do not know whether that is the case, but that would encourage some of us to take money from CDF there. It would be good. I need to be educated further on that."
