    "content": "I was winding up. I was wondering whether it is really good for bursaries that counties are allocating to students to be brought back to the HELB to charge interest. I thought that we should be disbursing our bursaries in our respective places and allow students to access them free of charge rather than bringing it back to HELB and generate an income which we do not understand where it will go.
