    "content": "It is Samburu East. Thank you, hon. Temporary Deputy Speaker. I want to thank hon. Irungu for donating one minute to me to enable me contribute to this Bill. We must accept the fact that the job market in Kenya is becoming very competitive to an extent that unless one has a university degree, it is not possible to secure a job in Kenya. This is applicable both to the national Government and county governments. It is for that reason that there is overwhelming interest in Kenyans acquiring higher education. This applies to both those who are endowed with resources and, therefore, can afford higher education and those who probably come from poor family backgrounds and may not raise sufficient fees to meet the education cost. All are entitled for higher education."
