    "content": "(c) Scholarships were previously awarded based on provinces. Therefore, there is no list for constituencies as requested by the Questioner. However, from December, 2010, following the promulgation of the new Constitution, we have started awarding scholarships on the basis of counties, and sometimes constituencies. The process of awarding the scholarship is based on eligibility criteria, which ensures that there is equity in terms of gender, and regional balance as earlier mentioned in part (a) of my answer."
