Members will note that based on the above principles and objectives, all classes of fossil fuels will be taxable upon enactment of this law to safeguard the environment, reduce tendencies for adulteration and assure equity. We are complementing these measures by investing heavily in extending electricity connection to every household and providing incentive for use of cheaper, safer and cleaner bio-fuels in cooking stoves. In the same vein, I have proposed a marginal increase of excise duty rate on alcoholic beverages to reflect the current effective rates after adjusting for inflation.
