    "content": "Budget. Where there is a credit, there must be a debit. So, there was no framework. It is common knowledge that there are concerns about multiplicity of funds going to the grassroots under different Vote Heads and their impact on the lives of our people. Whereas the people at the grassroots know about the Constituencies Development Fund (CDF) and the transfers to county governments, the targets of many other funds are still not clear. We held the view that this funding would have fallen into this unknown and uncheckable expenditure."
