    "content": "Hon. Temporary Deputy Speaker, what happened to “Buy Kenya, Build Kenya”? We now had oil companies saying that they would not buy from the Refinery. Here is a national institution, the only one in the whole region, especially now that we have found crude oil in the region. That should be the institution to develop but it never happened. Instead what you hear now is that people are looking for easy answers. They say let us just transform it into some storage tank. Really? Is that the best we can do? We have oil that has been discovered in Mohima in Uganda, in Southern Sudan and in northern Kenya. We should consider it strategic and put our money where it matters."
