    "content": "As I was saying, we heard the Cabinet Secretary, Mr. Rotich, saying that there will be a tax-based incentive programme to make sure that if any private entity takes 10 young people with less than six months experience from universities, it will receive certain tax credits. That is very commendable; it is what this Bill provides for, if you go through it. This has been successful across the world."
