    "content": "We have seen very sad cases of young people suffering in Saudi Arabia and Dubai because they were employed through unscrupulous employment bureaus. They go there to work as house girls, but they are mistreated; some are raped; some are beaten and many of them have lost their lives. Upon passing this Bill, this will be a thing of the past because all Government to Government jobs, or international job matching and placement, will be done solely by this Authority, which will be dealing with governments. They will be able to check on our young people across the world. We are alive to the fact that many of the jobs we want to create for our young people will not be created in Kenya.
