    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to second this Bill. First and foremost, I want to congratulate Hon. Sakaja for such a wonderful Bill. Research has shown that 40 per cent of the people in this country are unemployed. Further, research has shown that 70 per cent of the unemployed are the youth. So, a majority of the people who suffer, and the people who walk in the streets with brown envelops looking for jobs, are the youth."
