    "content": "The first Motion I moved in this House was seeking to have a database of young people who do not clear high school. I am happy that through a Bill, the Executive created the Presidential Bursary Scheme, through which every constituency in this country gets at least Kshs1 million to support needy children. I am very certain that even if the Authority does not achieve anything else, it will create a database of young people seeking employment; just creating that database is the first step towards the right direction."
