    "content": "Hon. Temporary Chairman, if you remember what the House passed - the other House, the Senate – it said that it should be 50/50. The Senate brought an amendment for 50/50. I want to make it very clear that Hon. (Eng.) Gumbo may have all the technical and financial capability, but in this case, where you have the technical being 80 per cent evaluated, the financial being 20 per cent bit is also being evaluated.
