    "content": "Hon. Temporary Deputy Chairman, the Committee looked at this and supported the President’s recommendation. This was also a big issue prior to the passing of this Bill in this House. The question was whether we should make it 50/50 for both technical and financial evaluations. This was a proposal from the Senate which went for mediation and we had to climb down to accommodate our brothers in the other House. This is an opportunity to correct the mistake. You cannot put in law that it should be equal. The valuation process depends on situations. So, the Committee supports the recommendation by the President."
