At the outset, I would like to say that on this particular clause, I was convinced directly by His Excellency the President who had the courtesy to give me a call on 27th May. Despite the initial hesitance that I had--- When I introduced this Bill, there was unanimity in this House. The Budget and Appropriations Committee and the Departmental Committee on Finance, Planning and Trade endorsed this legislative proposal unanimously. On the Floor of the House, the endorsement was overwhelming without any single dissent or hesitation from any side."
