"content": "Standing Order No.70 and Article 115 of the Constitution on when a Bill is brought back by the President. We have just gone through a process in doubt as to whether we had two-thirds or not. The assumption there is that when you are starting the process, you then must start the process with full knowledge that you have two-thirds, so that if there is need for a division you go through division. That is why we started. I do not understand the process that took place that having decided to know whether we have two-thirds and without a clear decision being made whether we have two-thirds, we proceeded to say we had the ‘Ayes’. If the “Ayes” were there from the beginning, would we have needed to even attempt to know whether we had two-thirds in the House? Therefore, I am seeking your guidance on that matter because we started a process and I did not see how it was followed."
