    "content": " All right, that is very easy, although I have been struggling to find the area at which you are challenged to understand the process. You do not have to repeat. I am also trying to understand whether you are discussing a ruling which has been made by the Chair because Standing Orders would not allow you to do that. Anyhow, I will make it simple. The process we went through is because in the Chairman’s direction, the “Ayes” had it. Then there was the voice call. It is necessary for the Chair to establish that we have the threshold of the two-thirds. In the other Questions that we have put in Clause 6 and so on, it was very clear to the Chair that the “Nays” did not have it. So, when the Chair has to confirm, in terms of Article 115, then we go through the process of not division, but confirming that we have the quorum necessary to take that vote. That is the point. It is just that simple."
