    "content": "Hon. Temporary Deputy Speaker, as you would know more than I do, laws can never be made in vain. You cannot make a law whose operation you know would in a way lead to disobedience of the law itself. What Hon. Wandayi is saying is that continuance with Clause 4 as it is now would lead to a material breach of the law to the extent that it limits the enjoyment and exercise of the rights of some of the intended beneficiaries of the Bill. I, therefore, second the Motion to amend Clause 4 of that Bill to ensure that it complies with the Constitution and the laws of the land. I second."
