    "content": "We appreciate that most of the Motions come to your Office. For any Motion to find its way to the Floor of the House, it must get your approval. As a Committee, we are also thinking of ways that some of the resolutions that are made in Parliament--- The challenge is that the implementing agent is not the national Government. It is particularly the county governments. That is where we are getting a lot of problems regarding the implementation of the functions that have already been devolved.
