It was an elaborate scheme on how they can go about increasing the reach of national referral services and not necessarily reversing devolution. It is important that, as the Committee goes ahead, they should not feel shy to recommend sanctions against the people who are not implementing the resolutions, unless they have a real good reason why they have failed to do so. If they do not have a good reason, the Committee should not feel shy to propose sanctions against them. If we do not do that, many of them will take us for granted. Right now, the Committee on Implementation is the hammer for us to implement what we have resolved."
