    "content": "So, what I am saying is that these Bills, namely the Consolidated Fund Bill, the Appropriation Bill and the Supplementary Appropriation Bill, are distinct. What are exempted under Standing Order No.108 by the proviso are only the Consolidated Fund Bill and the Appropriation Bill. So, the Supplementary Appropriation Bill is not exempted. Therefore, the leave of this House is necessary before we proceed."
