If the intention of the Standing Order was to say that Appropriation Bills, whether it is the supplementary one or the first one, are the same; this would have been said under Standing Order No.107. So, the essence of separating these Bills is to show that they are clear and distinct, and that Standing Order No.107 does not apply to Supplementary Estimates Bills."
