    "content": "Mr. Speaker, Sir, I want to thank you for giving me this opportunity to contribute to this particular Motion. In doing so, I want to speak in my capacity as the Chairman of the Parliamentary Select Committee on the Constituencies Development Fund. This House, on 6th October 2010, passed a Resolution that, with immediate effect, the Deputy Prime Minister and Minister for Finance must release all monies due to the Constituencies Development Fund (CDF). The reason why this Supplementary Appropriation Bill comes to this House is so that the House can help the Government in terms of knowing its commitments and in terms of agreeing on what are shared priorities."
