    "content": "Hon. Speaker, this matter is fairly straightforward. We need to pass this Bill and forward it to the President for assent not later than 27th June 2015. Time is not on our side. We have taken long to discuss the Bill, as a committee, partly because it came to us late. We have burned the midnight oil and done all we can to make sure that we are within the constitutional timeframe. As I said earlier, we still do not have certain information.
