    "content": "Hon. Temporary Deputy Speaker, the other issue is with regard to budgetary controls. Although it is very clear how public funds should be utilised, that is in terms of what has been approved in this House, you will find that some of these bodies have gone ahead to spend money that has not even been approved by this House. This is the case and yet nobody is held to account although it is very clear, under the law, as to who can appropriate public funds for usage. You will also find some parastatals that have gone ahead to use public funds on unbudgeted Recurrent Expenditures. As I speak, the Treasury and the Kenya Ferry Services (KFS) are notorious for this."
