"content": "Mr. Speaker, Sir, I begin by commending Sen. Elachi for moving this important Motion and setting out the tone as to why we need this Committee. The first point to emphasize, even by looking at the constitution of this Committee, is that it is bereft of politics. This is a bi-partisan process which needs to look at the Constitution, particularly with regards to the authority, power and functions of the Senate. This is being done in good faith to ensure that the institutions, the makers of our Constitution and the founders of this nation will be at peace, so that as we speak on behalf of the people, there is no doubt that the constitutional authority is designed to make the Kenyan Parliament and the institution of the Senate be an effective organ for purposes of law-making and other functions which are set out in the Constitution. Mr. Speaker, Sir, first, the design of the Constitution that we proclaimed in 2010 was not to create sinecures; any institution, body or organ which is there for window- dressing. In the United Kingdom (UK), we have a constitutional monarchy which has some functions despite the fact that it is assumed that the King or Queen of England does not have any real power or constitutional functions.
