    "content": "If you want to acknowledge what is upper, that is tradition. Why would these great men and women seek to be in this House? It is because tradition has it and now the law must validate it. It must now be changed to constitutionally provide for a Senate that has a fully-fledged legislative capacity so that we can originate any Bill and address national matters that affect devolution. In every jurisdiction where there is a Senate, it has been spoken to in various assertive ways in every Bill that emanates from the other House which protects a different cadre of national interest."
