He communicated clearly about the procedure that we are supposed to follow while dealing with reservations from the President on any Bill. I do not know why other people are raising the issue of whether it is constitutional. It is purely constitutional. As Hon. Nassir had said, he should have read the whole Article to the bottom to understand it."
