    "content": "Mr. Speaker, Sir, I can only say that there have been phenomenal growth of the districts from 70 districts in 2008 to 386 districts as of today. This necessitated the promotion of a number of District Officers in acting capacities to man those districts. Therefore, the problem continues. In fact, we are short of 600 District Officers in the country. The last time we recruited District Officers was in 2008 when we recruited 200 officers. So, in terms of providing services, you just have to continue sharing with the neighbouring District Commissioners (DCs) and DOs."
