    "content": "This was a lacuna in case something happens to the office-holder of the Office of the Auditor-General. Hon. Temporary Deputy Chairman, the holders of that office should be qualified Kenyans. Tomorrow, our colleagues might be in the Government. The word ‘shall’ is futuristic. The elections are termed on five years and this is futuristic. So, the Member is right that it shall be. I beg to move. This is a very clear matter and we can put the Question.
