    "content": "Hon. Temporary Deputy Chairman, I listened to Members complain about Article 115. It is as if the President is supposed to rubber-stamp what we discuss in this House. The introduction of a new clause shows that Article 115 is critical in ensuring that he enriches what may have emanated from this House. I support this amendment for two reasons. Unlike the other clauses which we were trying to discuss, this is a succession or a transition clause. What should happen if that very important office of the Auditor-General fell vacant is critical. Giving the mandate to the Public Service Commission to appoint the person who should take over from the Auditor-General gives merit rather than allowing prejudiced appointment of probably junior staff to hold the position for a few days. This gives credibility to the transition period. Secondly, it allows institutional memory now that they will pick the senior-most member of the audit team. It allows the institution to have a good transition whereby whatever was happening can be carried through in the three months and then we can have an interview to appoint a substantive auditor-general."
